The Jharsuguda Municipality is the Headquarter ULB of the Jharsuguda District which has been created vide Notification No. 5124 / LSG, Dt. 28.08.1954 of the Govt. of Odisha Housing and Urban Development Department. Subsequently 10 Revenue villages namely Sarbahal, Ekatali, Sarasmal, Badheimunda, Buromal, Debadihi, Panchpada, Balijori, Malimunda have been included in Jharsuguda Municipality vide notification No. 21088 / HUD, Dt. 12.08.1979 Govt. of Odisha, Housing and Urban Development Department, Bhubaneswar. This municipality is to cater the minimum basic civic amenities and service to the citizens like Street Lighting, Pension, Piped Water supply, Education, Sanitation, Solid Waste Management,Land Right Certificate (LRC) , Health Services, implementation of Poverty Alleviation Programmes, Slum improvement Provision, Provision Recreational Facilities, Group and Individual loans, Educational trainings, Employment Generation Activities, Awareness, Campaign against Socio-Economic Welfare activities as well as New Development of Jharsuguda Town.

Urban Local government implies the governance of an urban area by the people through their elected representatives. 74th Constitutional Amendment Act, 1992 provided constitutional status to local urban bodies. The objective of Jharsuguda Municipality is to provide civic services to the inhabitants of the town and extend basic facilities to the area and people which includes cleaning and sanitation work, street lights and its maintenance, supply of water, construction and maintenance of roads, drains, culverts, community centers, renovation of ponds, controlling mosquito and health hazards, regulating growth of the town in a planned manner, uplifting the status of the poor & destitute, implementing all kinds of welfare schemes of Government, taking steps to beautify the town and more provisions for convenience of the people through Market complexes, Ponds, Kalyan mandaps, town halls, Guesthouses and such other functions to enrich the living of the people of the town.
